List webhook destinations configured for a Cloudflare account.
cloudflare.listNotificationWebhooks lists generic and service-specific webhook destinations.

accountId is required. Optional second argument { account } selects a static project account binding.
Returns all configured destinations with IDs, names, types, URLs, timestamps, and recent success or failure times. Cloudflare never returns destination secrets.
