On project changed

onLinearProjectChanged watches all project lifecycle actions in the workspace.

Optional static account defaults to the project binding. Returns a webhook signal with type: "Project", lifecycle action, provider-native data, optional previous values, actor and URL, plus creation, workspace, and webhook metadata.
