Stop an in-progress MillionVerifier bulk verification file.
millionVerifier.stopFile stops an in-progress bulk verification.

fileId as a string or number. An optional second argument { account } selects a named MillionVerifier binding. The action returns no value after MillionVerifier accepts the operation.
Stopping changes provider state, so the action does not retry automatically after an indeterminate failure.
