Places an outbound call through an ElevenLabs agent and Twilio number.
elevenLabs.createOutboundCall requires agentId, agentPhoneNumberId, and an E.164 toNumber. dynamicVariables supplies string, number, or boolean conversation variables; callRecordingEnabled controls provider recording. It returns success, a message, and nullable conversationId and Twilio callSid.
