github.rerunWorkflow creates another attempt for every job in a completed workflow run.

runId. Optional enableDebugLogging enables runner diagnostic logs for the new attempt. Returns {} after GitHub accepts the request. The run ID remains the same and run_attempt increases. Requires Actions write permission.
