Promote deployment

promoteVercelDeployment promotes an existing deployment without rebuilding it.

deploymentId and its owning projectId are required. Optional teamId overrides the OAuth installation team. The action completes when Vercel accepts the promotion request and has no output value; alias reassignment may continue asynchronously on Vercel.
