Activate a Brevo transactional email template.
brevo.activateEmailTemplate makes an existing template available for sending.

templateId: number | string. The optional second argument { account } selects the Brevo binding. The action returns Signal<void> after Brevo accepts the change. It doesn’t send or test the template and consumes no send credit.
