Create an empty Brevo contact list inside an existing folder.
brevo.createContactList creates an empty list. It doesn’t create or add contacts.

folder: string | number and a non-empty name. Brevo resolves folder names case-insensitively by exact match across all folders. Ambiguous or missing names fail. Second argument { account } selects the Brevo binding.
Returns { id: number } for the created list. Use Add contacts to list for existing contacts.
