Create contact list

createContactList creates list structure; it does not create or add contacts.

folder: string | number and non-empty name are required. Folder names are resolved case-insensitively by exact match across all folders; ambiguous or missing names fail. account selects the Brevo binding. Returns { id: number } for the created list. Use Add contacts to list for existing contacts.
